JOB SUMMARY:

The EWRRC Manager oversees the East Whatcom Regional Resource Center (EWRRC), including planning, developing, delivering, and evaluating the services offered. The position serves as a representative for OC departments and the EWRRC, actively networking to promote program services and build community partnerships to meet community needs within the EWRRC’s catchment area.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  1. Plans, develops, administers, and communicates results of EWRRC programs within the OC and the community at large. This includes reporting for events in collaboration with the community and partner organizations.
  2. Responsible for staff supervision including hiring, training, evaluation, professional development, disciplinary action, and termination.
  3. Leads EWRRC strategic planning inclusive of clear goals and objectives, based on periodic community needs assessments.
  4. Collaborates with Community Resource Center and Coordinated Entry to provide up-to-date information and referral services, assessments, eligibility screening, and explanation of agency and community programs/resources.
  5. Maintains an inventory of regularly needed items to sustain daily operations.
  6. Supports and responds to the East Whatcom Community Council (EWCC) and helps the body function within its established bylaws. Collaborates with the EWCC to curate bylaws, policies, and procedures when adaptation is needed.
  7. Maintains and follows business systems that support the fee-for-service offerings of the EWRRC including accepting and managing small sums of cash.
  8. Provides leadership to EWRRC staff on program policies and practices including crisis management, safety, and de-escalation.
  9. Coordinates with Community Services leadership on researching and responding to funding opportunities that benefit EWRRC services.
  10. Participates in local, state, and regional advocacy and “resident voice” development organizations, as appropriate and as assigned by Community Services leadership.
  11. Provides training and technical assistance for staff and volunteers to assure consistency of EWRRC operations and quality customer service.
  12. Devises marketing strategies and tools to drive community awareness of EWRCC’s offerings and to maintain a positive community image for the EWRRC.
  13. Responsible for basic risk management, assuring EWRRC policies and procedures are current and aligned with agency standards.
  14. Collaborates with Whatcom County institutions and organizations to accomplish mutual support in pursuit of common goals.
  15. Provides regular opportunities, using diverse media and tools, for customer feedback on services rendered and other services needed.

1. Other related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS:

  1. Bachelor’s Degree in related field, a minimum of 5 years' related experience, including 3 years of program development and/or management experience or an equivalent combination of education and experience.
  2. Specialized training in equity, inclusion and community-building strongly preferred.

SPECIAL REQUIREMENTS:

Valid Washington State Driver’s License at time of hire. Good driving record. A five-year driving abstract must be submitted upon request.

  2. Outstanding communication skills: ability to effectively interpret and discuss information with others including individuals, agencies, contractors, and community resources.
  3. Excellent time management, planning, and organizational skills.
  4. Ability to provide leadership, supervision, and program instruction to staff.
  5. Capable of creative thinking and problem solving in collaboration with others or independently addressing operational, functional, budgetary, or service issues.
  6. Record keeping skills following grant data requirements and compliance.
  7. Ability to develop and achieve short- and long-term planning goals for EWRRC.
  8. Implementation of new processes, including technology, into existing programs.
  9. Ability to negotiate, influence others and problem solve on issues of significance to the Opportunity Council.

Working Conditions: Work is generally performed in a fast-paced office environment with frequent interruptions and occasional crisis situations. Position requires travel on a local, and possibly state or national level.
