The Assistant Director for Birth to Three Programs (AD-B3) is responsible for the development, planning, implementation, monitoring and evaluation of the following programs or services: Early Head Start (EHS), Early Support for Infants and Toddlers (ESIT), including the Single-Entry Access to Services (SEAS)/Help Me Grow system and associated community collaborations. The AD-B3 ensures that all relevant Federal, State and local regulations and mandates are met, assists with policy maker education and serves on national, state, regional and local committees and task forces. Participates as a member of the ELAFS Administrative Team, Leadership Team and Integrated Services Team. Chairs and/or serves on key agency and community collaboration planning, oversight or advisory groups. Acts as surrogate for Department Director, as delegated

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  1. Oversees the planning, implementation and evaluation of developmental programming for children, ages prenatal to 3 years enrolled in ELAFS, including: 
    • Curriculum and individualizing
    • Documentation and recordkeeping
    • Data analysis and monitoring
    • Customer and Staff Health and safety
    • Program-associated family services
  2. Ensures that all aspects of services are described in appropriate plans, e.g., EHS service area work plans, Early Intervention Services plan for WA DCYF/ESIT and ELAFS’ strategic plan.
  3. Works with agency and department fiscal staff to develop, monitor and maintain all program budgets and assures timely reporting to all funding sources.
  4. Directly supervises and coaches lead staff members and subcontractors in the Early Head Start program.
  5. Participates as a member of the administrative team in the overall functioning of the department.
  6. Oversees the procurement and maintenance of appropriate supplies, equipment and facilities within allotted budgets.
  7. Completes and maintains contracts, Interagency Agreements and Memoranda of Understanding as needed and appropriate with peer agencies, local school districts and others.
  8. Submits all contract deliverables on time as required by individual contracts and internal agency timelines.
  9. Works with a variety of community partners such as the Whatcom Interagency Coordinating Council, Whatcom Taking Action, ELAFS’ Parent Policy Council, and School district special ed staff.
  10. Participates in the annual self-assessment process and develops written plans for growth or improvement that includes recommendations for corrective measures, and also serves as a primary author on federal and state applications that fund B3 programming.
  11. Provides leadership in preparation for and completion of all local, state, and federal monitoring activities.
  12. Assists with developing, allocating, and monitoring the budget for B-3 programs.
  13. Participates in all data analysis and reporting processes.
  14. Provides direct supervision and support to service area coordinators.
  15. Participates in the development of a program-wide system for professional development.
  16. Oversees the development and implementation of training plans for program staff.
  17. As delegated, serves as surrogate for Department Director during absences or when otherwise delegated such duties.

OTHER RESPONSIBILITIES:

  1. Provides regular guidance in a technical or somewhat complex, specialized discipline.
  2. Performs other duties as assigned.

EDUCATION, EXPERIENCE, TRAINING REQUIREMENTS:

1. B.A. in Early Childhood Education/Child Development (advanced degree preferred).
2. Minimum three years’ related experience working with children birth to three and families in an educational or social service setting.
3. Minimum three years’ supervisory and management experience and training in supervisory skills, communications, group process, observation techniques, data analysis, management, and organization.
4. Demonstrated experience in providing training to adults.
5. Basic knowledge of comprehensive early childhood development philosophy and culture (e.g. child care, Head Start, ECEAP, Early Intervention, Early Head Start, etc.).
6. Training or experience in social services, emphasizing working with disadvantaged families and children with special needs.
7. Knowledge of Washington State’s early learning plans, childcare licensing requirements, and learning regulations; WA Quality Recognition Improvement System (QRIS) standards and goals; federal, state and local relevant regulations; and general operational parallels in programs.8. Experience with oversight of digital systems, databases, and devices used to maintain documentation, data, and records, as well as for daily digital communications.9. Experience communicating effectively with children, families and child care providers from diverse backgrounds and cultures, including the ability to adapt verbal and written communications to as needed.

 ADDITIONAL REQUIREMENTS UPON HIRING:

  1. Must have initial health examination indicating you are fit for duty and free from communicable disease within 60 days of hire. Medical check-ups might be required every two years thereafter.
  2. Must have current First Aid card and Infant/Child CPR training (or obtain within 30 days), and must maintain current certificates for length of employment.
  3. Must have TB test and submit test results prior to hire date.
  4. Must submit to a criminal-records check and obtain a Washington Portable Background clearance to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
  5. Must submit abstract of driving record for previous 5 years prior to start date and must have good driving record and be insurable under Opportunity Council’s insurance policy and be able to maintain insurance coverage throughout employment.
  6. Must have valid Washington State Driver’s License or obtain by date of hire.

Working Conditions: Work is generally performed in a fast-paced office environment with frequent interruptions and occasional crisis situations. Frequently requires local travel to classroom sites or for community networking, meetings, special workshops and training's, and other job-related activities. Occasional regional or national travel for professional development or collaborations that may require overnight stays.
