The Neighborhood House Association is a non-profit organization. Head Start positions are funded in whole or in part by money provided through the State and Federal Government. Additionally, some Social Service Program positions may be funded in whole or in part through grant funds. Because positions and salaries may be funded through grants, and State and Federal funds ongoing employment will be contingent upon the continued receipt of these funds.

Basic Job Assignment:

POSITION PURPOSE:

Under the general supervision of the Sr. Budget Director. The Finance Analyst Compliance & Assurance is responsible for monitoring the accounting and financial data of various departments and programs within NHA. Responsibilities include risk evaluation through periodic financial monitoring of NHA delegates and partners to ensure compliance with governmental regulations and ordinances.

DESIRED MINIMUM QUALIFICATIONS:

       Knowledge of:

  • Principles and practices of general, enterprise, nonprofit, and governmental accounting, including financial statement preparation and methods of financial control and reporting; internal control and audit principles and practices, laws, and regulations relating to the financial administration of nonprofit agencies.
  • GAAP, 2 CFR, and 45CFR Accounting Standards and requirements.
  • Knowledge of various funding sources’ laws and regulations, including, but not limited to Head Start, California Department of Education, government food, and other agency regulations relating to NHA programs.
  • Principles, practices, methods, and techniques of nonprofit organization budgeting for ongoing operations and capital improvements.
  • Principles, practices, laws, and regulations governing the investment and management of nonprofit funds.
  • Organization functions and associated financial management and reporting issues.
  • Principles and practices of business data processing, particularly related to the processing of accounting and financial information; operations, requirements, and coding structure for NHA’s automated general ledger system.
  • Principles and practices of sound business communication.
  • Principles and practices of effective management and supervision.

 

Ability to:

  • Operate computer and spreadsheet software.
  • Analyze and make sound recommendations on complex financial data and operations.
  • Plan and evaluate financial programs and make sound recommendations for improvement.
  • Understand, interpret, explain, and apply NHA, state, federal, and various funding sources’ laws and regulations regulating financial accounting, reporting, record keeping, and budgeting.
  • Develop and implement financial procedures and internal controls.
  • Perform complicated mathematical calculations and analyses.
  • Prepare clear, concise, and comprehensive financial statements, reports, and written materials.
  • Communicate effectively, orally and in writing.
  • Exercise sound independent judgment within general policy guidelines.
  • Establish and maintain effective working relationships with all levels of NHA management, board members, officials of other agencies and governmental organizations, outside auditors, consultants, staff, and others encountered in the course of work.
  • Exercise discretion and independent judgment; demonstrated ability to manage confidential information appropriately.

 

 


Qualifications:

Training and Experience:

A typical way of obtaining the knowledge, skills, and abilities outlined above is graduating from a four-year college or university with a major in Accounting, Finance, Business Administration, or a closely related field; and at least five (5) years of progressively responsible professional accounting experience or a minimum of 1 year experience as an auditor while working for a public accounting firm, preferably in a governmental or nonprofit organization or an equivalent combination of training and experience.

 

CERTIFICATES, LICENSES & SPECIAL REQUIREMENTS:

Incumbents must possess a valid California Driver’s License. Must meet and maintain state law and county licensing requirements regarding employment in a childcare center (fingerprints, TB, physical).

  • Performs compliance review to ensure the operation of the various NHA programs are in compliance with statutory regulations and company/management’s policies and procedures.
  • Prepares review procedures for conducting assigned monitoring with guidance and direction from Sr, Budget Director; Assesses program performance, ensures fiscal integrity, and determines implementation of quality services as required by the program. 
  • Communicates monitoring results, prepares formal written monitoring reports per department guidelines, and discusses findings with affected management.
  • Finalizes formal written reports, expresses opinions on the adequacy and effectiveness of the process and system, and efficiency with which activities are conducted.
  • Primarily serves as the field monitor for evaluating fiscal performance.
  • Ensures contractor compliance with contract.
  • Recommends necessary remedial action to enforce compliance with contract provisions in NHA’s best interest.
  • Develop risk management strategies to avoid non-compliance.
  • Designs, updates, and implements programs, policies, and procedures as the law changes to ensure compliance. 
  • Perform sample testing of source documents to ensure compliance with requirements of Internal Control.
  • Keep track of laws and regulations affecting the agencies’ business rules.
  • Prepare management report.
  • Review Single Audit Reports of delegates and partners to determine the level of risk, material weakness, and deficiencies, if any. Other special projects include updating the organization’s policies and procedures to adopt the new federal, state, and local laws and regulations. Collects and analyzes data to detect deficient controls or non-compliance with laws, regulations, and management policies.
  • Performs other related duties as assigned.
