Job Description

Senior Manager II

Position Description:  Applies planning and management skills to lead projects. Establishes project requirements and scope in conjunction with client. Develops and executes overall project plan. Possesses functional knowledge within multiple client business processes and/or industries. Ability to execute projects in multiple disciplines including strategic planning and analysis, business modeling, process improvement, and change management. Serves as primary client interface for project issues. Provides technical direction and oversight to team members. Responsible for resolution of project issues and change related to scope, project plan, and requirements. Carries overall responsibility for quality control of major project deliverables.

Ensure that the team conforms to the following: Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Audit Standards (GAGAS), Government Accountability Office/President’s Council on Integrity and Efficiency Financial Audit Manual (GAO/PCIE FAM), Financial Improvement and Audit Remediation (FIAR) Guidance, and Statement of Federal Financial Accounting Standards (SFFAS).


Preferred Skills/Experience: - Knowledge and experience auditing, reviewing or working with federal business processes, such as funds management, budget execution, receivables management, disbursements, property management, human resources, financial reporting and grants management. Experience with OMB Circular A-123 or financial statement audit, attestation and remediation.  Experience with Financial Improvement and Audit Readiness (FIAR).  Strong written and verbal communication skills for both technical and business audience. - Excellent problem solving skills, including the ability to analyze situations, identify existing or potential problems, and recommend/implement response strategies  Experience with DFAS

Experience and understanding of the following reconciliations:

Field Level Reconciliations, include variations between the following systems:

  • Entitlement (e.g. CAPS-W, MOCAS, DTS)
  • Disbursing (e.g. ADS, DDS, CDS)
  • Accounting (e.g. GFEBS, DAI, STANFINS)
  • Middleware/Intermediary (e.g. ODS, DCAS, GEX)
  • Feeder (e.g. WAWF, SPS, SYNCADA)

Other Reconciliations:

  • Accounting Detail to Accounting End Of Month (EOM) Reports
  • Accounting EOM Reports to Departmental (UTB)
  • Tie Point Reconciliations

Years’ Experience: Minimum 8+ years, 4+ years management experience with demonstrated ability to oversee multiple simultaneous projects. 

Minimum Education:  Required Undergraduate Degree in Finance, economics, Statistics, or technical field.  Preferred:  Masters in Finance, economics, Statistics, or MBA

Certifications: CPA (Certified Public Accountant), CIA (Certified Internal Auditor), CGFM (Certified Government Financial Manager), CDFM (certified Defense Financial Manager, CGAP (Certified Government Auditing Professional), Certified Management Accountant (CMA), or PMP (Project Management Professional)

Clearance:  Top Secret

Abilities Required:
• While performing the duties of this job the employee is regularly required to sit and use hands to finger, handle, or feel while typing at a computer keyboard.
• The employee is occasionally required to stand, walk, reach, or lift objects up to 10 pounds.
