Job Description

Catapult Consultants is now hiring a functional systems analyst with five years experience performing system functionality testing.   This candidate will perform system impact analysis, recommend modifications, and provide justifications for system enhancements on financial systems such as military pay systems.  Military experience or background a plus

Specific Responsibilities:
•      Be able to perform system impact assessment to support alternatives, recommend modifications, provide justification for developing system enhancements or processing logic revisions, and respond to user errors that impact system processes.
Develops detailed system(s) specifications with a view toward sustaining and increasing responsiveness of the system
Works with data processing technical specialists in the application of data capture, transmission, and processing techniques to sustain and modernize systems. 
Responsible and accountable for the functional aspects of a major system(s) function as intended to meet mission goals. 
Must be able to ensure the system operates effectively and accurately. 
Monitor and assure the accuracy and completeness of the documentation for design, programming, and testing throughout the life cycle of projects.  
Interprets trends, evaluate legislative and regulatory material to determine applicability to systems. 
Researches legislation and existing systems to develop system specifications and to provide for the inter-relationship of entitlements.
Performs technical reviews of design documentation (Decision Logic Tables, system flowcharts, etc.,) to ensure specification requirements are met and new or revised system processing logic is correct.
Identifies possible problems during all phases of project development and participates in critical design reviews and structured design walkthroughs.
Interprets trends, evaluate legislative and regulatory material to determine applicability to systems.
Researches legislation and existing systems to develop system specifications and to provide for the inter-relationship of entitlements.
Manage user access accounts and conduct daily fact finding investigations of claims
Plan, perform and provide oversight to a variety of financial audits to include:  Travel Entitlements, Travel Pay, and Bonuses.
Review monthly report of unsettled travel claims/advances
Maintain working knowledge of all regulations, orders, policies, and advisories

Minimum Qualifications:
Work performed onsite in Kansas City, MO. 
Must have Five (5) years of computer experience in functional systems analysis, development of functional system requirements, functional systems testing or systems acceptance testing.• Specialized Experience: At least three (3) years of experience as a systems functional computer specialist or as a systems analyst with duties relating to analyzing system processing problems/deficiencies and performing reviews and research of system design logic necessary to: initiate projects, develop functional requirements, evaluate the scope and severity of problems, and perform impact assessment of population affected and dollars involved, and evaluate alternatives for correcting deficiencies or problems in support for systems management or large-scale system development and maintenance.
Experience with USMC, DoD, or other financial systems a plus
Experience with Military pay a plus

Abilities Required:
• While performing the duties of this job the employee is regularly required to sit and use hands to finger, handle, or feel while typing at a computer keyboard.
• The employee is occasionally required to stand, walk, reach, or lift objects up to 10 pounds.
• The employee is frequently required to talk or hear. The vision requirements include: close vision.
