Position Summary:

The Cass County Health Department is seeking a candidate for our Assistant Financial Director position. This position will assist in processing payroll as well as assisting in preparing, processing and submitting internal financial reports to the Cass County Board of Health, Administrator, and department leaders and external financial reports to state and federal funders. The ideal candidate should have experience in healthcare finance and/or grants management. Salary will be dependent upon experience of the applicant.

Qualifications & Job Responsibilities

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Assists Fiscal Director with analyzing and organizing office operations and procedures such as bookkeeping, preparation of payroll, information management, filing systems, requisition of supplies and other clerical services.
  • Maximizes office productivity through proficient use of appropriate software applications.
  • Researches and develops resources that create timely and efficient workflow.
  • Acts as back-up for Fiscal Director in reviewing new personnel records to ensure completeness, accuracy and timeliness of payroll processing
  • Assists in documenting all revenues and reimburse all expenditures in accordance with agency policy and allocation plan.
  • Assists in maintaining all journal and subsidiary ledgers and prepare monthly income/expense statements.
  • Assists in preparing monthly program income/expense reports for department managers.
  • Assists Fiscal Director and Assistant Book-keeper in calculating and preparing agency payroll and corresponding tax reports.
  • Maintains client confidence and protects department operations by keeping information confidential.
  • Records all receipts in accounting software, prepare and make daily deposits.
  • Act as back-up to Assistant Book-Keeper in checking invoices for accuracy, enter into accounting software, prepare for payment and send to vendors.
  • Document income and disbursements per cost allocation plan or direct cost to appropriate program.
  • Assists in preparing and processing annual W-2, W-3, 1099, 1096, 1095-C and 1094-C reporting
  • Assists in preparing and processing quarterly federal and state 941 reporting.
  • Assists in preparing and submitting monthly, quarterly, semi-annual and annual reports to funding agencies in accordance with grantor requirements
  • Assists in preparing and submitting monthly, quarterly, and annual reports to Cass County Treasurers office
  • Assists in the development, implementation and evaluation of financial policies and procedures.
  • Participates in educational conferences, in-services and other staff meetings.

 Supervisory Responsibilities

 None directly

 Will act as back up to Fiscal Director in supervising Assistant Bookkeeper.

Education and/or Experience

  • Bachelor’s degree in accounting preferred, Associates degree or equivalent in accounting; or five years related experience and/or training; or equivalent combination of education and experience.
  • Healthcare finance experience preferred, state agency/grant reporting experience preferred but not required.

Language Skills

  • Ability to read, analyze and interpret financial reports and legal documents.
  • Ability to respond to common inquires or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to write reports, business correspondence.

Mathematical Skills

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.
  • Ability to compute rate, ratio and percent to draw and interpret bar graphs.

Reasoning Ability

  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills

  • Knowledge of MIP Accounting software.
  • Knowledge of Excel Spreadsheet software and Microsoft Word software.
